- 我还看了一点资料，1575年内阁已在过问丝绢案。因丝绢案的诉求和一条鞭法“赋役均平”的原则接近，1576年户部直接参与方案订立，1577年还上达天听（万历小，内阁主导）而发了圣旨。后面则是几县乡民为税负大肆斗乱，地方震动。而从1575年到1577年，一条鞭法还在准备阶段，大张旗鼓清丈全国土地要到1578年了。丝绢案最轰动时期只对上了一条鞭法的准备阶段（但确实能看出些变法的必要性）。
